DUH!
DOVER, N.H. - A report says New Hampshire hasn't spent state money received from tobacco settlements on smoking prevention.
If people stopped smoking [and drinking] we would have to raise the property tax, add more gambling... or add a NON-View tax.

You're forgetting brothels. We could have giant brothels next to the giant liquor stores on the highways.
